2012 RULE BOOK


Disclaimer - The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator or official. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS. Any interpretation or deviation of these rules is left to the discretion of the WNYORR officials. Their decision is final.

This general rule section applies to each and every race, owner, pit personnel, track employee, official, product vendor, and anyone else not specifically mentioned above. You are expected to know the rules and abide by them. IGNORANCE IS NO EXCUSE.

All competitors, drivers, owners, mechanics, officials, emergency personnel, employees, media or product representatives shall hold a valid pit pass to be permitted in the motor pits or infield areas. A valid pit pass is obtained by signing a waiver form at each and every event at the pit gate entrance.

General Rules

1. No one shall enter scoring area during the race program.
2. Consumption of any alcoholic beverage or use of illegal drugs by a driver or his/her crew in advance of, or during the racing program is strictly forbidden. IF A DRIVER IS SPOTTED DRINKING ALCOHOL HE OR SHE WILL NOT BE PERMITTED TO RACE. Any persons who show evidence of having partaken of any alcoholic beverage or illegal drug will be required to leave the pits immediately, loss all points, registration, and prize money, and may be subject suspension.
3. Anyone entering the pit area must possess a valid pit pass and shall comply with all rules. The officials reserve the right to stop sale of tickets or honoring pit passes to any undesirables. All persons entering pit area must be 16 years of age or older. For those under 18 a minor release form must be filled out by the parent or legal guardian. Everyone under the age of 16 must be out of the pits at the conclusion of drivers meeting.
4. It is mandatory that a driver be seated in the driver’s seat anytime the engine is running.
5. No high speed driving or “hot-dogging” will be tolerated in the pits, staging, or after completion of your run.
6. WNYORR reserves the right to re-tech a vehicle at anytime to insure the vehicle is safe.
7. The driver shall be the sole spokesperson for truck owner and pit crew in any and all matters pertaining to the race & the driver only shall take part in any arbitration with the officials in charge. Driver is responsible for all legalities of the vehicle. Drivers assume responsibility for the action of his/her pit crew in every respect.
8. Any fighting in the pit area will subject the offender to suspension. Management will notify you of when you are eligible to return. In the event of a disagreement, any person taking physical action against an individual or personal property, for any reason, is automatically suspended. Suspension may be extended at the discretion of the advisory comity. Any continuing problems from the same individual(s) will result in permanent suspension.
9. We DO NOT and WILL NOT tolerate profanity or profane gestures in front of the race fans, officials, and/or management.
10. No driver or Pit Crew member shall subject any promoter or officials to threats or abusive or improper language at any time. Any driver or pit crew member who assaults or threatens a promoter or official may suspended indefinitely from all events until reinstatement is approved by the advisory comity.
11. Safety & wrecker crews only, will be allowed on the track in the event of an accident. In case of a rollover, or hard crash the Major Incidents Plan (below) will be followed.
12. Rough riding will be left up to the discretion of the starter. If he feels that the occasion warrants, whether intentional or not, penalties may be levied.
13. Any person found violating these rules or specifications may be subject expulsion depending on the case.
Officials’ rulings will be final. WNYORR has the right to impose any further rules and regulations deemed necessary.

If you should have a question on any part or question on a rules please do not assume, ask for clarification. It is the crews, teams, vehicle owners, and driver’s responsibility to know and understand the rules set forth by the track.

WNYORR reserves the right to refuse or accept the entry of any car or participant without recourse. Furthermore, WNYORR reserves the right to revoke or cancel the rights of any entry, or any participant’s claimed right to be on the track premises, if it is determined that a participant’s presence or conduct is not in the best interest of the track, the sport of auto racing, other competitors, spectators, track management or employees. The decision to deny will be decided by a majority vote of the advisory committee, chairman, and vice chairman.

KNOWLEDGE OF RULES - Members are responsible to know policies, rules and regulations set forth herein and those that become effective during the season. A driver assumes full responsibility for the conduct of their pit crew and their adherence to the rules and guidelines of the track. The driver is shall be the sole spokesman for the car and team and shall bear any penalty resulting from his or her pit crew’s actions.

AMENDMENTS TO RULES – WNYORR reserves the right to amend, alter, or remove any rules, policies, or procedures as published. This may be done if WNYORR deems it necessary for the betterment of the program, further clarification of existing rules, or improvements to safety.

SCORING

1. A vehicle number will be reserved at registration. Whenever possible, requested numbers will be assigned, but the scorer reserves the right to issue numbers in order to prevent duplications.
2. All driver changes must be recorded to the pit steward/handicapper.
3. No vehicle can compete in two (2) classes on a sanctioned event, regardless of a name or number change.
4. Driver and vehicle must register before the original race program starting time. Registration will close 30 minutes before the announced starting time of the race.
5. All drivers must be ready to compete and have their vehicle in line before each event.
6. All vehicles must complete 2 of the 3 runs to be eligible for payoff & points.
7. Point from the WNYORR points system will be awarded to the vehicle identity or number. A driver may find a replacement driver if the become unable to race. The points obtained by the new driver will be added to the points obtained by the previous driver of the same vehicle.
8. There are no limitations to the number of drivers a vehicle may have throughout a season, however any and all drivers must either have a current WNYORR license or have paid the temporary license fee for that day which is $50.00. If a person races without a license or before paying the $50.00 temporary license fee the vehicle will not be awarded points or prizes for that race day.
9. A vehicle may be replaced without loss of points at any time in the season. If a vehicle is destroyed, damaged beyond repair, or simply is replaced with a different vehicle the points will remain under the identity or number as the previous vehicle in order for the replacement.
10. If there are not enough Pro Trucks to make a class (3 truck minimum) then Super Stock and Pro Trucks will be run together. Points will stay with the classes and any money left over from the Pro Truck purse will be added to the Super Stock purse.
11. WNYORR reserves the right to bump vehicles up a class if it is determined that the were either (A) initially misclassified or (B) are within three seconds of the winning time of the next class up in 2 consecutive shows. If moved up, the points will be awarded based on where their times would have placed them in the previous show.
12. Drivers will draw for running order. Super Stock and Pro Trucks will run side by side as conditions allow. If there are an uneven number of vehicles the low vehicle in points will get the solo run in the first round and slowest time will run solo in rounds 2 and 3.
13. Points will be awarded as follows:
a. 5 points for registering
b. 5 points for each completed run
c. 50 points for first place, 45 points for second, 40 points for third, 39 for forth, 38 for fifth, 37 for sixth, etc.
RACE PROCEDURE

1. General

a. If a red flag is displayed, whether running solo or side by side, you must bring your vehicle to a safe and immediate stop.
b. If you are unable to make your run as planned because of break down you must inform the staging official. If you are able to have repairs made and the vehicle in the line up before the round is over you will be allowed to make your run. You will not be able to make up your run after the round is complete. If you do not report to the official and you miss your scheduled run you will be considered to have missed the round.
c. Major Incidents Plan – these guidelines will be followed after a rollover or hard crash:
i. ONLY WNYORR OFFICIALS, TRACK SAFETY CREW AND PARAMEDICS are allowed on the track and report to the crash scene. If more assistance is needed, a WNYORR. official will signal for more help. Then ONLY WNYORR licensed drivers may report to the scene.
ii. Unless there is an immediate danger present (fire, fuel leak, etc.), the driver should remain in the truck with the safety harness fastened and helmet on until the track crew can assist the driver out of the truck.
iii. The first person reporting to the scene is responsible for turning off the electrical cutoff "kill" switch located on the back of the vehicle (if limited Modified or Pro Truck) and check for fires, fuel leaks or other major hazards.
iv. The second person to report to the scene is responsible for checking on the driver.
v. If the driver is injured the paramedics will be in charge of the scene and all others will assist as much or little as directed.
vi. If the driver is out of the vehicle and appears to be free of injury and all immediate dangers have been taken care of:
A) A tractor/tow off vehicle and a tow strap will be used to upright the vehicle when available. In this case, two people will be required to stand in a safe area on opposite ends of the vehicle and will be responsible to keep all bystanders clear of the rolled truck and signal to the driver of the pulling vehicle that all is clear and can proceed with up righting the rolled vehicle. All other people will be required to leave the accident scene.
B) In the event that the rolled vehicle must be manually up-righted, the same procedure as above will be used with two spotters standing in a safe area on opposite ends of the vehicle keeping everybody else clear of the scene except those that are authorized in assisting with up righting the rolled vehicle. Everyone must make sure to stand clear of vehicle in case the vehicle bounces or rolls back over.
vii. After the vehicle has been up righted, glance around the vehicle and engine area to make sure no fires have started. Once all has been deemed clear, the vehicle can now be towed to the pit area.
viii. The driver must get checked by the paramedics whether or not they feel they are injured.
ix. The vehicle must be re-inspected before it can compete again.

2. Obstacle Course

a. All vehicles will line up in the pits according to the pit board or staging official when prompted.
b. When waved onto the track head to the starting line in a safe manor. The flagman will stage you at the line.
c. The race and timing will start as soon as the starter moves the green flag.
d. If you go off course in a corner and knock over any stakes, or miss an obstacle you will be assessed a 3 second penalty for each occurrence. Stakes on a jump will not count as a penalty.
e. At the finish of the predetermined laps the checkered flag will wave signifying the end of the race. In a safe manor proceed to the pit gate for a brake check and then into the pits. If you have a brake failure, stay on the track if at all possible. For safety reasons, you will be towed back to your pit.
f. Anyone failing to operate their vehicle in a safe manor before or after the race will be subject to the penalties below. This is for the safety of other drivers, crew, and spectators.
g. Super Stock and Pro Truck classes will be racing side by side where tracks permit it. Special rules will be enforced to control any problems that may occur on the track.
i. Accidental rubbing, bumping, and collisions are bound to happen and are to be expected. No intentional contact will be allowed even if both parties agree to it.
A) If contact is made between two vehicle during a race that it is noticeably intentional then the advisory committee will hear all sides before deciding fault and severity of the violation.
B) If a driver feels the opposing driver was in violation and intentionally made contact with them then they must immediately address the advisory committee. Any driver or crew member that is out of line to the opposing driver or crew members will be penalized.
C) The advisory committee will also decide how drastic of a penalty a driver or crew member will receive.
ii. If one vehicle has broken down on an area of the track that the other still needs to complete the race will be stopped. The broken down vehicle will be considered to have run for the round and be returned to the pits, and the other will be given a rerun at the end of the round. If a broken down vehicle is not blocking the other, the race will continue and the broken vehicle will be moved after.
iii. In the event of a rollover or hard crash during two at a time competition, the red flag will be displayed by the head starter and the track safety crew. At this time the truck that is still running will come to an immediate but safe stop. The stopped truck will get a re-run at the end of the round for an official time. The Major Incidents Plan (above) will be followed.

3. Mud Bog

a. All vehicles will line up in the track, when prompted, according to staging official’s directions.
b. When waved onto the track head to the starting line in a safe manor. The flagman will stage you at the line.
c. The race and timing will start as soon as your tires move after you are given the green flag.
d. The checkered flag will wave signifying the end of the run at either the finish line or after the vehicle has stopped forward progress. If a tow cable is being used and you make it the length of the bog you must stop in the shutdown area to be unhooked from the tow cable. Failure to do so will result in a 5 sec penalty. Once unhooked, proceed in a safe manor to the pit gate for a brake check and then into the pits. If you have a brake failure, stay on the track if at all possible. For safety reasons, you will be towed back to your pit.
e. Anyone failing to operate their vehicle in a safe manor before or after the race will be subject to the penalties below. This is for the safety of other drivers, crew, and spectators.

4. Free Style

a. All vehicles will line up in the pits when prompted.
b. When waved onto the track head to the starting line in a safe manor.
c. Timing will start as soon as the starter waves the green flag.
d. At the end of your time the checkered flag will wave signifying the end of the event. In a safe manor proceed to the pit gate for a brake check and then into the pits. If you have a brake failure, stay on the track if at all possible. For safety reasons, you will be towed back to your pit.
e. Anyone failing to operate their vehicle in a safe manor before or after the event will be subject to the penalties below. This is for the safety of other drivers, crew, and spectators.

PENALTIES

1. MINOR PENALTY – may result in a verbal warning or loss of points and/or prize money for that race day with a forfeiture of registration money.
2. MEDIUM PENALTY - A loss of points, prize money, and registration money for that race day and a temporary suspension of 1-3 races and/or a 2-20 point penalty will be enforced.
3. MAJOR PENALTY – loss of points, prize money, and registration money for that race day and a suspension from the rest of the season with a loss of all points collected through out the season.

VEHICLE RULES

All Classes

Safety equipment

1. Racing style helmets are required and must be warn at all times when the vehicle is on the track and must accompany the vehicle and driver at the time of inspection. The helmet must have a face shield or eyewear protection, which must be in place while the vehicle is on the track. Full-face helmet is required, minimum Snell 90/DOT 218.
2. Long sleeve shirts and pants and appropriate footwear are required for competition. SFI approved fire suit required for Pro Truck competition and is highly recommended for Super Stock competition. No shorts, tank tops, or open toe shoes/sandals are permitted.
3. Motor sport approved neck collars are mandatory in Pro and Super Stock.
classes and highly recommended in Stock Class.
4. Super Stock and Pro Trucks must have a secure 2 1/2lb or larger fire extinguisher within reach of the driver while strapped in.

General vehicle information

1. No passengers are permitted.
2. Vehicle must be in overall good shape and safe operating condition. The body must be firmly attached to the chassis and all loose objects must be removed from the interior and bed before competing.
3. Vehicle’s battery must be securely fastened down. No straps, bungee, cords, rope, etc. No batteries are allowed in the driver’s compartment.
4. Vehicles with doors removed or fiberglass bodies must have drivers side door bars.
5. Vehicles with side windows must be rolled up during competition. Window nets are required in Pro and Super Stock classes.
6. Vehicles with open tops must be covered to prevent hands or arms from exiting the vehicle in the event of a rollover and vehicle bodies must cover 90% of the frame.
7. Vehicles are to be painted and maintained in a professional manner. All lettering and numbering is to be neatly arranged, and appear to be professionally painted and printed. No rude or profane messages will be permitted.

Stock class

1. Stock vehicles must remain completely stock. No performance modifications may be made (i.e.: steering, engine, carburetor, intake, exhaust, or chassis upgrades of any kind) unless the vehicle has a current registration, insurance, and inspection.
2. Some safety modifications may be allowed such as glass removal, the installation of a window net, fire extinguisher, roll bar or roll cage. Any roll bar or cage must be in good condition with complete welds. No bars that are half welded will be allowed. WNYORR tech inspectors reserve the right to deny any vehicle that is unsafe.
3. Driver must wear a functioning seat belt during competition. Minimum 3 point seatbelt (shoulder and lap belt) is required. The belt must be securely mounted and properly worn.
4. If the vehicle has a current and legal registration, inspection, and insurance, modifications will be allowed to the vehicle. Dealer, transport, and/or any other form or temporary registration will not be allowed. Proof of registration and insurance will be required in order to register for a race.
5. If a vehicle is not licensed then it may participate in the stock class only if there are no performance modifications.
6. No nitrous or aftermarket turbo chargers/blowers allowed. Vehicle must run on gasoline or diesel. Alcohol and/or propane are not permitted.
7. All side windows will be rolled up during competition.

Super Stock

Mandatory Safety for side by side racing

1. A 3 inch, 4 point harness/restraint system is mandatory.
2. All harness mounting brackets must be mounted directly to the roll cage of the vehicle. Do not mount to sheet metal floor or rear of cab. Under no circumstances are bolts to be inserted through the belt webbing.
3. Firewall and full floor are mandatory.
4. Roll cage:
a. All vehicles must have a minimum of a six (6) point roll cage with mounting points welded directly to the frame. See Diagram #1 below.
b. Door bars are mandatory on driver’s side. On center seat vehicles door bars are required on both sides.
c. The roll cage must have a minimum of 1 1/2 inch diameter with minimum wall thickness of .120 inch tubing or have a minimum of 1.75 inch x .090 inch tubing. d. Bends must be continuous round with no sharp bends or corners.
e. Sufficient padding in driver compartment required.
f. If the roll cage is padded the welds must be exposed for inspection.
g. Manufactured “show” or “dress” bars will not be permitted.
5. All vehicles must have a driver’s side window net. If the truck has center steering both windows must have nets. The net must be securely fastened and have a quick release latch. Screws and/or pop rivets are not permitted.

Engine/Fuel

1. Engine must remain in stock OEM location.
2. Engine must have OEM heads.
3. Engine must be stock sounding
4. Stroking and destroking is not permitted. OEM engine configurations only. 5. No more than .030 inch over stock bore.
6. Exhaust headers are permitted with a maximum primary tube diameter of 1.5 inches.
7. Engine must be stock. Larger pistons, aftermarket camshafts and/or after market heads will not be permitted 8. Blowers/superchargers are not allowed.
9. No fuel lines, oil lines, or coolant lines allowed in the driver’s compartment. Coolant lines that run through the cab must be shielded from the driver with a firewall.
10. Fuel additives are NOT permitted. This includes, but is not limited to: alcohol, nitro methane, and/or nitrous oxide. Must run on pump gas. Racing fuel and aviation fuel will not be permitted.
11. All fuel systems will not exceed a single 4bbl style carburetor. A Predator carburetor will be permitted.
12. A minimum of 2 throttle springs is required.
13. A fuel cell is recommended. A factory fuel tank is exceptable as long as there are no leaks and it is securely mounted. Cell is to be securely mounted within the frame rails. Fuel cells and tanks must have a ground strap from the filler neck to the frame. A check valve is required in the breather tube to prevent fuel spills in case of rollover.

Chassis

1. Drive shafts must be painted white. Drive shaft loops are mandatory on all drive shafts exceeding 12 inches in length. Loops must be a minimum of 1 inch x ¼ inch steel or3/8 inch chain.
2. Only stock frames will be permitted. Modifications/additions for strength and/or safety purposes permitted. Tube frame chassis will not be permitted.
3. Vehicles must resemble a car, truck, Jeep, or SUV. Bodies must cover 90% of the frame.
4. Fiberglass bodies will be permitted.
5. All vehicles must have a master cut off switch located at the rear of the vehicle that will shut off the engine and all electrical power. The switch must be encircled with a contrasting color and be clearly marked ON (+) and OFF (-).
6. All vehicles must have some type of front and rear bumper. Exposed frame horns are not permitted and all vehicles must have a hook or something to attach a chain for tow off purposes.

Suspension

1. Spring mounts must remain in stock location.
2. Aftermarket suspension upgrades are permitted, but are limited to 10 inches wheel travel.
3. Four link suspensions will not be permitted unless OEM from the factory. 4. Vehicle must retain factory spring configuration, i.e. Ford truck – Ford springs, Chevy truck – Chevy springs, etc.
5. Quarter elliptical, fiberglass, carbon fiber, or composite springs will not be permitted.
6. Cantilever and or compound suspensions will not be permitted.
7. Multiple shocks kits are permitted.
8. Shocks that are remotely adjusted from the drivers compartment or while the vehicle is in motion are not permitted.
9. Sway bars are permitted, but may not act as a shock mounting point.

Steering

1. Rear steering is not permitted.
2. All vehicles must use mechanical type steering boxes. Hydraulic steering is not permitted.
3. Power assisted rack and pinion will be permitted.

Wheels/Tires/Brakes

1. All vehicles must have operable brakes on all 4 wheels that apply adequate braking force to lock-up all 4 wheels.
2. Manually operated, bias control, hydraulic staging or steering brakes are not permitted.
3. Pinion brakes and/or steering brakes are not permitted.
4. Tires and rims must be DOT approved. Cutting and/or grooving of DOT tires is not permitted. Aftermarket wheels with bead locks will be permitted.
5. Recaps are not permitted.
6. Studded tires and/or tire chains will not be permitted.

Pro Trucks

Safety

1. A 3 inch, 4 point harness/restraint system is mandatory.
2. All harness mounting brackets must be mounted directly to the roll cage of the vehicle. Do not mount to sheet metal floor or rear of cab. Under no circumstances are bolts to be inserted through the belt webbing.

2. Engine setback cannot exceed 15% of the overall wheelbase, measured from the centerline of the front axle to the front of the engine block.
3. Blowers/superchargers are not allowed.
4. No fuel lines, oil lines, or coolant lines allowed in the driver’s compartment. Coolant lines that run through the cab must be shielded from the driver with a firewall.
5. Fuel additives are NOT permitted. This includes, but is not limited to: alcohol, nitro methane, and/or nitrous oxide. Must run on pump gas. Racing fuel IS permitted.
6. All fuel systems will not exceed a single 4bbl style carburetor. A Predator carburetor will be permitted.
7. A minimum of 2 throttle springs is required.
8. A fuel cell is required. Cell is to be securely mounted within the frame rails. Fuel cells must have a ground strap from the filler neck to the frame. A check valve is required in the breather tube to prevent fuel spills incase of rollover.

6. All vehicles must have a master cut off switch located at the rear of the vehicle that will shut off the engine and all electrical power. The switch must be encircled with a contrasting color and be clearly marked ON (+) and OFF (-).

7. All relocated radiators must be shielded from the driver in the event of a coolant leak.
8. All vehicles must have some type of front and rear bumper. Exposed frame horns are not permitted and all vehicles must have a hook or something to attach a chain for tow off purposes.

Suspension

1. Aftermarket suspension upgrades are permitted. The maximum wheel travel cannot exceed 14 inches, both front and rear.
2. Front and rear four link and/or radius are suspensions are permitted.
3. Quarter elliptical, fiberglass, carbon fiber, or composite springs will not be permitted.
4. Cantilever and or compound suspensions will not be permitted.
5. Coil over shocks and multiple shock kits are permitted.
6. Shocks that are remotely adjusted from the drivers compartment or while the vehicle is in motion are not permitted.
7. Sway bars are permitted, but may not act as a shock mounting point.

Steering

1. Rear steering is not permitted.
2. All vehicles must use mechanical type steering boxes. Hydraulic steering is not permitted.
